Application for SCA Officers and Class Representatives
Description
The SHS Student Council Association is looking for energetic, creative, and responsible
students who want to develop their skills as leaders. Members will participate in
activities such as Open House, student tours, morning announcements, fundraisers,
community service, Homecoming/Prom/Graduation duties, and a host of other activities!
SCA Officer positions are: President, Vice President, Secretary, Treasurer,
Parliamentarian, and Historian/Reporter. PLEASE READ THE DESCRIPTIONS OF
EACH OFFICE BEFORE SUBMITTING YOUR APPLICATION.
Eligibility
In order to participate in SCA you will need to be in good standing academically and
behaviorally. Additionally, you will need to be committed to regular attendance at SCA
meetings and be active in all SCA sponsored events. You will NOT be able to serve as an
SCA officer if you are elected and accept a class officer position and vice versa.
Students must maintain a GPA of 2.75.
All students must read and abide by the Southampton County Schools Student
Handbook and Code of Conduct.
Any student who has received ISI, has been suspended, or has been expelled is
ineligible.
Students must be in compliance with all attendance policies.
Students must participate in SCA meetings, activities, and events. If expectations
are not met the student will be placed on probation and potentially removed from
SCA.
Students must be able to effectively communicate in reading and writing.
Students must be able to multi-task.
A complete application must be turned in by {June 6, 2023}, which includes
basic information, student signature, short answer questions, and
recommendation letters.
Directions for Applying
1. Complete all sections of this application (Basic Information, Student Signature, and
Short Answer Questions) and return it to Dr. Artis or Ms. Person by {June 6, 2023}.
2. Give a copy of the Teacher Recommendation Form to three different teachers who are
familiar with you. Teachers will return the form to Dr. Artis or Ms. Person by {June
6, 2023} via their school mailbox.

Position Descriptions:
President
o Serves as a leader for the entire membership,!
o Prepares agendas for meetings with assistance from the advisor(s),!
o Presides at all student council meetings,!
o Makes committee appointments including the designation of committee
leaders,!
o Assigns tasks to committees and individuals,!
o Represents the school at public and community affairs that call for a
student representative,!
o Assures all work is completed on time, !
o Be an ex-officio member of all committees,!
o Is available as necessary to promote the general welfare of the association,
and!
o Casts a vote only in the event of a tie.!
Vice President
o Acts on behalf of the president when the president is not available,!
o Serves in any capacity as directed by the president,!
o Keeps record of the work of each committee,!
o Works with homeroom representatives,!
o Attends committee meetings when possible and keeps president informed
of the progress of each committee,!
o Conducts student elections,!
o Is available as necessary to promote the general welfare of the association,
and!
o May vote in all matters.
Secretary
o Serves in any capacity as directed by the president,!
o Keeps the minutes of all meetings and provides a copy of the minutes
within three days after the meeting,!
o Maintains a current roster of members in good standing,!
o Makes a calendar of meetings and events,!
o Sends reminders to members about upcoming meetings,!
o Keeps attendance record of all meetings,!
o Writes announcements for upcoming SCA meetings and events which will
be announced on the PA system and other forms of media,!
o Is available as necessary to promote the general welfare of the association,
and!
o May vote in all matters.!
Treasurer
o Serves in any capacity as directed by the president, !
o Keeps accurate and complete records of money received and spent,!
o Develops a budget with the assistance of the advisor(s),!
o Pays all bills by working with the office bookkeeper and advisor(s),!

o Collects and counts money from all SCA activities,!
o Makes recommendations concerning the amount of money the council
may spend,!
o Gives a clear and simple treasury report at each meeting,!
o Is available as necessary to promote the general welfare of the association,
and!
o May vote in all matters.!
Finances
The SCA Treasurer will develop a proposed budget for the next school
year by the end of the third marking period of the preceding year.!
The Executive Board will review and submit a recommendation to the
Executive Committee at the meeting prior to the annual meeting.!
The Executive Board and Executive Committee will give approval to the
final budget at the annual meeting. Amendments shall not be in order.!
The Executive Board may authorize spending outside of the budget for
amounts under $300, for amounts greater than $300 the Executive
Committee must approve.!
Parliamentarian
o Serves in any capacity as directed by the president,!
o Serves as an advisor to the president and to other officers by providing
advice on questions of parliamentary procedure,!
o Responsible for council’s good parliamentary practices at all meetings,!
o Should appear and be impartial in decision-making process,!
o Is available as necessary to promote the general welfare of the association,
and!
o May vote in all matters.!
Historian/Reporter
o Keeps a written and pictorial record of council events and activities (in
physical or digital scrapbook form),!
o Reports and shares scrapbook with council periodically,!
o Gathers important information and submits it to the school newsletter,
yearbook, local newspaper (via staff liaison), and other publications,!
o Takes photographs when possible,!
o Keeps the student body informed,!
o Is available as necessary to promote the general welfare of the association,
and!
o May vote in all matters.
Class officers and representatives
o Attend and participate in all SCA meetings!
o Serve on at least one committee during the school year!
o Report all class suggestions, ideas, and concerns to the council!
o Report to the class on SCA meeting activities.!
